"It is an old building, it will never hit the threshold." That is backwards.
Your building is measured against a reference building built to the code minimum of its own era. A building placed in service in 2014 gets compared to the 2007 standard, written before LED lighting was common and before rooftop units got as efficient as they are now.
If that building had a lighting retrofit or a mechanical replacement in the last ten years, and most have, it is likely already over the line.
Old is not the problem. Never having asked is the problem.
